OVERVIEW
The Health & Safety Manager provides professional advice and supports a robust Health and Safety Management System for Tate & Lyle Sugars at Thames Refinery and in support of Plaistow Wharf.
ROLE PURPOSE
Provide advice and support to all areas of the business operations in ensuring the company’s legal duty of care to its employees, contractors and visitors to assure a safe working environment, is fully met.
The Health & Safety Manager is responsible for the safety programs, working closely with corporate and plant personnel to maximize overall efficiency and effectiveness of the safety and health efforts. The responsibility to lead the implementation and evaluation of critical safety procedures to achieve goals, objectives, and continuous improvement related to compliance as well as injury reduction.
KEY ROLES & RESPONSIBILITIES
Business Compliance
- Define the site vision for health and safety and align plant safety goals to meet corporate business objectives.
- Ensure a robust system of health and safety auditing so that risks are adequately controlled and areas of concern are highlighted to the business, as well as promoting individual safety behavior as a means of improving safety performance.
- Ensure Safety KPI’s on site, including suppliers and contractors, are maintained and continuously improved, identifying improvement areas and interventions where required.
- Ensure Hygiene, Environment and Quality standards, as it relates to safety, are maintained and continuously improved.
- Maintain relationships with relevant Regulators and ensure regulatory compliance in all aspects of reporting, communication and auditing.
- Maintain relationships with Insurers on behalf of the Company and by good safety management, play a part in reducing these costs.
- Manage fire protection on site, fire risk assessment, sprinklers, suppression systems and fire extinguishers, ensuring regulatory compliance and governance in all aspects of the provision.
- Manage the departmental budget, ensuring cost effectiveness but also flexibility to deliver business needs.
- Manage and facilitate compliance with all relevant legislation and applicable consensus standards.
- Coordinate the Contractor Management Program, according to the legal and ASR requirements and policies in place, identifying improvement areas and interventions where required
Business Performance
- Ensure the appropriate H&S training is given to all employees, as necessary, including contractors.
- Develop an Annual Health and Safety Program along with the Regional Environmental, Health & Safety Manager and the Plant Manager and the other Heads of Department, and regularly review progress.
- Drive compliance of safety performance among peer group, ensuring a regular cadence of with all department Heads.
- Ensure continuous improvement of safety performance through rigorous investigation, root cause analysis and corrective actions.
- Develop and maintain engagement programs and communication delivery of safety initiatives, safe working instructions and legislative updates.
- Ensure the annual review of the EHS Management Systems.
- Be actively involved and provide technical support on design / project activities of Capex Projects regarding H&S issues;
- Be proactive and committed to continuous improvement by supporting all related activities giving support through H&S knowledge.
Cross-Functional
- Support Plaistow site during periods of scheduled absences and extended holiday in the event of breaches or incidents.
- Develop strong cross-functional partnerships to drive improved safety performance and employee safety engagement across operations.
- Provide regular status reports regarding the safety program and metrics to the Regional Environmental, Health & Safety Manager, Corporate Director of Environmental, Health & Safety and the Plant Manager.
- Ensure group standards are in place and local application is fully communicated and embedded.
- Work collaboratively to resolve significant Health & Safety issues across site using cross-functional resources.
- Maintain networking relationships with wider EHS function globally.
- Maintain networking relationship with commercial functions to understand end to end business needs.
- Support EHS ISO creation, implementation and auditing at current site, Plaistow and Globally if needed.
- Maintain and continuously improve the EHS Management System, according to ISO requirements (14001 and 45001);
- Ensure that the relevant functions have the necessary information and/or training on the legal requirements and the EHS management system, in order to carry out their work properly and in line with established objectives.
- Support other relevant leadership roles in developing and promoting a culture of excellence in terms of Quality, Environment, and Safety among their teams;
WORK EXPERIENCES
- Extensive Safety Management experience in managing occupational safety and health in industrial operations (Work Permits, Hot Works, Fire Protection, Explosion Protection, Confined Spaces, Hot Liquids, etc.).
- Experience in managing contractors, from an EHS standpoint (Risk Assessment, Training, Work Permits, etc.)
- Strong knowledge of UK health and safety regulations and European Safety Directives as well as relevant UK, EU and ISO consensus standards.
- Employee compensation claims management experience.
- Behavioral safety auditing experience.
- Incident investigation and root cause analysis experience.
EDUCATION REQUIREMENTS
- Educated to degree level qualification
- Specific safety qualification e.g. Nebosh Diploma in Occupational Safety and Health
