Utilities Engineer - Mechanical

To support the optimisation, technical improvement and regulatory compliance of Thames Refinery Utilities department. To stand in for other Utilities personnel during holiday and absence as required. To interface with the process team to achieve benchmark refinery performance, investigate negative variances in performance and resolve root causes.



  • Assist in managing the technical aspects of Safety, Hygiene, Environment and Quality, consistent with Tate and Lyle procedures and meet regulatory compliance and ASR standards.
  • Day to day management of the site’s Legionella Control system.
  • Develop systems to measure and trend key plant technical performance.
  • Work alongside the Process Team Manager’s and engineers to resolve day to day inefficiencies and refinery performance issues.
  • Assist in problem solving and continuous improvement initiatives requiring utilities technical input
  • Assist with training and upskilling of the Utilities operational team.
  • Identify inefficient energy and water related plant operation.  Work with Process Team Managers, SRP operators, Central control room and field operators to control and reduce energy and water consumption.
  • Participate in triggered and submitted CI activities where appropriate.
  • Contribute to the maintenance plan for an area in terms of assisting in the prioritisation of work.
  • Provide guidance to the Shift and Area Technical Managers on the most appropriate ways to react to particular utilities issues.
  • Work with SRP operators to improve the way that operating problems are dealt with.
  • Support project works’ as part of a wider team.
  • Update and develop key documentation including process models, P&ID’s, risk assessments, procedures, and line lists for Utilities area of responsibility.
  • Send forecasts of gas and electricity usage weekly and monthly to suppliers.
  • Return water usage and effluent discharge data to service supplier.



  • Relevant experience in Utilities, Boiler operation and Power generation in a large process or manufacturing operation.
  • Relevant experience of large scale process systems with a focus on energy and heat flows.
  • Knowledge of safety management systems such as risk assessments, permits to work, safety auditing, HAZOP, etc.
  • Experience of Capital Projects, as a team member would be advantageous.  
  • Experience of mechanical plant, maintenance and repair would be advantageous.  
  • Some understanding of automated control systems.  
  • Good technical understanding of process flows and unit operations.



  • Educated to degree level, in Mechanical or Chemical Engineering, or able to demonstrate equivalent experience and knowledge.



  • Power generation capacity of 21 MW from a combination of steam and gas turbines.
  • Steam generation with 3 x 70tph HP Water tube Boilers
  • Improved technical performance in area of responsibility (e.g. energy performance, water / power / air usage, boiler efficiency, etc.).
  • Reduction in production losses due to operating issues in the Utilities area.
  • Support training and upskilling of the Utilities team.
  • Assist the Refining Operation to meet stated KPI’s for energy and water consumption.
  • Reduce the number of Legionella non-conformances in cooling towers and waste systems.



  • Preferably, BOAS operator / manager’s certificate or similar recognised boiler house qualification. Or a willingness to undertake training to achieve.
  • Good interpersonal skills and an ability to communicate at all levels, both verbally and in writing.
  • Logical and calm thinker, able to make decisions and operate at every level of the organisation.
  • Team working nature combined with team leading potential.
  • Effective co-ordination skills and the ability to work complex situations without constant supervision.
